To contribute to evidence-informed public policy through the production and sharing of specialized knowledge, fostering critical and solutions-oriented thinking, and collaborating with civil society, communities, and government actors to develop and test innovative approaches.  

To be a leading public policy and human rights organization that produces rigorous research and works in close partnership with civil society organizations as a committed counterpart. We envision a Mexico where public institutions are accountable, democratic and responsive to people’s needs; where public policies advance human rights and social justice; and where communities have the power to shape the decisions that affect their lives. 

Our starting point is a comprehensive, holistic understanding of human rights, grounded in gender equality, citizen participation, social justice, interculturality and sustainability. 

We recognize that structural change is achieved collectively and with the participation of diverse actors; therefore, we work closely with: 

1) other civil society organizations; 

2) citizen groups and movements; 

3) victims; 

4) Indigenous Peoples and communities; 

5) national, regional, and international networks and organizations; 

7) journalists; 

8) academia; 

9) public opinion leaders; and 

10) state actors such as legislators, public officials, and decision-makers. 

Our approach rests on three complementary pillars: 1) research to generate evidence; 2) public policy engagement; and 3) capacity building. Through these, we work towards our our short-, medium-, and long-term goals –ranging from changes in legal and regulatory frameworks such as public policies and protocols, to changes on how institutions are designed and operate to better respond to the needs of society, a more equitable public budgeting and resource allocation, and policies, and public actions to incorporate a rights-based perspective. 

1. Political dialogue. We promote the creation of spaces for exchange and dialogue with decision-makers to foster understanding and cooperation between society and government. 
2. Legal strategies. Through litigation and legal research, we intervene in landmark Mexican cases whose outcomes have a transformative influence on individuals, institutions, and the factors that determine public policy. 
3. Strategic communication. We embrace multiple forms of communication –from research-based storytelling to strategic media engagement through art, culture and public interventions– to help shift public narratives.  
4. Public Budget Analysis. Through timely, thorough scrutiny of public budgets and spending, we develop evidence-based analysis and recommendations grounded in human rights, gender, psychosocial and intercultural perspective. 
5. Transparency and Access to Information. We promote and leverage transparency and public access to information mechanisms as tools to strengthen public accountability enabling society to be  informed and engaged. 
6. Technological Innovation. We identify, track, and analyze the technological dimensions of public issues, using  technological innovations alongside other advocacy tools as proactive platforms for change and solutions. 
7. Knowledge Sharing. We seek opportunities to strengthen the capacities of organizations and communities through horizontal knowledge exchange, peer learning, shared tools, collaborative; and financial cooperation.
